Leaders of the County Party Committee and the County Government visited the Donghai Special Steel 1580 mm hot-rolled coil project and the dry quenching coke project.

　　On the afternoon of November 4, 2015, the Luan County Party Committee and County Government organized a project‑inspection tour. Lu Hongqiu, Secretary of the County Party Committee, and Qi Yonghe, County Mayor, together with other leading officials from the county party and government, visited Donghai Special Steel to inspect the Φ1580mm hot‑rolled coil project and the dry quenching coke project. Chairman Lin Guojing and Executive Deputy General Manager Lin Liangrong respectively presented briefings on the projects and reported on their progress.

　　The Φ1580mm hot-rolled coil project has a total investment of RMB 1.6 billion, an annual production capacity of 2 million tons, and will provide employment for more than 1,000 people. Its product range includes plain carbon steel, high‑carbon steel, low‑alloy steel, and non‑oriented silicon steel, among others. These products are widely used in various sectors, such as cold‑rolled sheet, color‑coated sheet (galvanized, tin‑plated, chromium‑plated), household appliance sheet, automotive panels, tinplate, construction steel, and structural steel.
　　The dry quenching project has a total investment of RMB 930 million and involves the construction of a metallurgical coke production facility with an annual capacity of 1.1 million tonnes, along with a complementary dry quenching system. The project will create more than 500 jobs. By replacing the conventional wet quenching method, it not only enhances coke quality and conserves energy but also delivers significant environmental benefits. The company places great emphasis on environmental protection, implementing advanced treatment and recycling of wastewater, waste liquids, and exhaust gases to achieve zero discharge. Wastewater is subjected to a sophisticated fluidized‑bed process before being recycled, with no effluent released into the environment; desulfurization waste liquid undergoes state‑of‑the‑art salt‑recovery treatment and is reused as make‑up water, ensuring that no such waste ever reaches the ground; and exhaust gases are purified through cutting‑edge absorption technology to remove odors, preventing any air pollution. These comprehensive environmental measures have required a total investment of RMB 360 million.
　　Secretary Lu and County Magistrate Qi expressed full appreciation for the construction of Donghai Special Steel’s new project and the company’s overall development. They urged Donghai Special Steel to leverage its three major strengths—its resource endowment, favorable geographical location, and skilled workforce—seize the promising opportunities presented by the Belt and Road Initiative, the “Internet Plus” strategy, and the coordinated development of the Beijing–Tianjin–Hebei region, and, grounded in deepened reform, pursue transformation and upgrading, and a green rise. They encouraged the company to extend its industrial chain, advance key project construction, and enhance its overall competitiveness. At the same time, they emphasized the importance of ensuring workplace safety, protecting the environment, conserving energy and reducing emissions, and promoting clean production, thereby fostering the enterprise’s steady and sustainable growth.
